Gujarat plans SEZ for auto components

Realising the growing opportunity for India to be a global hub for auto components especially with the growing need for global outsourcing for cheap automobile parts, the Gujarat government is contemplating setting up a special economic zone (SEZ) specifically for the auto components industry. The SEZ may be based in Halol (Gujarat), home to the world’s largest car maker General Motors’ lone production unit in the country, and is estimated to require investments close to $ 444 mln. The SEZ will have easy connectivity with the Gujarat coastline, and particularly with one of the sea ports, to facilitate exports. Gujarat also provides easy access to almost the entire market of the country.

Government officials are quoted saying that seven global auto makers, including Ford, GM, DaimlerChrysler, Fiat Auto, Toyota and Volkswagen, have already set up procurement offices in the country, indicating to the growing demand from the international market.

The auto components industry was one of the star performers in India with exports touching the $1bln mark during ’03-04. Production has almost doubled from $3.9bln in 1999-2000 to $6.7bln in ’03-04. The production cost for Indian component manufacturers is on an average 20-30% lower than that for US firms. This benefit will only increase once the Indian industry achieves the critical mass, and is allowed to operate in an SEZ environment. SEZ manufacturing is entitled to bigger cost benefits as compared to normal manufacturing, and hence, become an attractive destination to global manufacturers. China and Thailand have set up specific SEZs for auto component makers and as a result been able to attract large amount of foreign investments.

Rajasthan’s biotechnology policy to boost investment

Highly placed sources in the state government said the policy was being worked out and would be on the lines of similar plans in Andhra Pradesh and Karnataka where lucrative incentives are being offered.

A state rich in bio-resources, Rajasthan has tremendous biodiversity and has the highest livestock population offering potential for animal husbandry and genetic engineering. The state could create immense industrial activity in biotechnology and modern biotech products involving recombinant DNA based products and bioinformatics, sources said.

Accordingly, the state's development and financial institution, Rajasthan Industrial Development and Investment Corporation (RIICO), is considering developing state of the art biotech parks in Jaipur, Jodhpur and Bhiwadi.

RIICO would develop high-class infrastructure in terms of developing plots, providing continuous power, high-speed data facility, roads and common testing facility in these parks to be set up on 30 acres.

The corporation has already decided to offer special land packages for attracting biotechnology and bio-informatics industries in the state. RIICO has reportedly decided to offer land at 40 % of the prevailing industrial rate in specially designated biotechnology zones to companies having a turnover of over US$ 22.2mln.

To avail of the concession, the companies would have to make a minimum fixed investment of US$ 2.2mln on the allotted land within a period of four years from the date of allotment.

General biotechnology and bioinformatics units would be allotted land up to five acres in specially designated zones.
